convert 8bit to 16bit unicode
- an interesting 10 year old artefact based on Caché
- so no docker, no IRIS, no ZPM
- at that time 8bit national character sets were widespread
- The common 8 Bit ASCII core was never an issue
- The challenges were all "specials" spread over several ISO-Latin-*
- Not to mention NON-Lating character sets.
- The package shows one possible solution
